The Council of Administrators of Special Education (CASE) is an international professional educational organization which is affiliated with the Council for Exceptional Children (CEC) whose members are dedicated to the enhancement of the worth, dignity, potential, and uniqueness of each individual in society.
The Mission of the Council of Administrators of Special Education, Inc. is to provide leadership and support to members by shaping policies and practices which impact the quality of education.

Project ACHIEVE Educational Solutions

Guided by its CEO, Dr. Howie Knoff, Project ACHIEVE Educational Solutions provides on-site and virtual consultation, professional development, and strategic planning services to help districts and schools enhance their student and staff skills and outcomes. While we work in all areas of school improvement, we specialize in the implementation of:

  • Multi-tiered academic and social, emotional, and behavioral systems of support (MTSS/RtI);
  • School-wide safety and discipline systems (SEL/PBIS)—especially addressing the area of disproportionality;
  • Social-emotional skill instruction for all students, including strategic or intensive interventions for behaviorally challenging students; and
  • All facets of services and interventions for students with disabilities.

Our services are guided by the seven components of Project ACHIEVE, an innovative, evidence-based school improvement process that has been implemented in thousands of urban, suburban, and rural schools and districts across the country since 1990. Built to help schools implement ESEA/ESSA with impact and demonstrable outcomes, Project ACHIEVE was designated an evidence-based model in 2000 by the U.S. Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration. In total, it has received over $40 million in U.S. Department of Education funding (most recently, five School Climate Transformation Grants), and it was the school improvement model for the Arkansas Department of Education for all Focus schools for 13 years through 2015.

Dr. Howie Knoff has been an international consultant for over 40 years. He is a licensed psychologist, a nationally certified school psychologist, and he was the 21st President of the National Association of School Psychologists (NASP). Dr. Howie was a Full Professor for over 20 years at two Research I Universities, and he works with schools, districts, regional resource centers, and state departments of education both virtually and on-site sharing his experience and expertise on behalf of students and staff.
